Training
With a budget of USD $2,000,000.00, the training component has in it the lead trainer, the trainers and trainees constituents.
Lead trainer
The lead trainer will be procured through an international competitive bid procurement method according to the World Bank consultancy procurement guidelines. The successful Consultancy firm should demonstrate an overall understanding of the ICT sector in Kenya including the existing ICT sector policies. They will have a demonstrated experience in overseeing ICT projects and working knowledge of small business enterprises. Among the skills set required is postgraduate training in business management and or telecommunications, competency in designing, developing and running various training programmes with specific experience in the ICT industry.
The objectives of the Lead Trainer:
a)Develop a detailed curriculum on entrepreneurship to be used in the training of Digital Villages/Centres Managers aimed at stimulating, motivating and preparing them to manage digital villages (businesses).
b)Design a training programme to equip potential entrepreneurs to successfully manage their own businesses with a bias in ICT
c)Design a mechanism to certify/test participants’ understanding of the various businesses issues and to facilitate achievement of the desired project objectives.
d)Train trainers for onward training of potential entrepreneurs to start and manage Digital Villages
e) Identify and provide solutions to business problems and improve chances of success of those already in business
f)Design and develop a time table/work plan showing a logical distribution of sub-topics to be covered and amount of time allocated for each subtopic and each assignment and indicate the overall amount of time required to cover the training.
g)Identify and compile a list of all the necessary and appropriate training/learning aids/facilities.
Trainers

b) Design a mechanism to certify/test participants’ understanding of the various businesses issues and to facilitate achievement of the desired project objectives
c)Identify and provide solutions to business problems and improve chances of success of those already in business
d)Design and develop a time table/work plan showing a logical distribution of sub-topics to be covered and amount of time allocated for each subtopic and each assignment and indicate the overall amount of time required to cover the training.
e) Identify and make all the necessary and appropriate training/learning aids/facilities.
Trainees
The Trainees will be trained to manage (as businesses) Digital Villages/ Pasha Centres. They will undergo an ICT entrepreneurial training that will equip potential entrepreneurs to start and successfully manage their own business.
The training programme is designed for:-
- The entrepreneurial youth.
- Retrenched / retired employees who want to start their own businesses and require training in business creation, management end growth.
- Practicing businesspeople who want to expand into a new field.
The aim of this programme is to prepare unemployed, practicing and potential entrepreneurs to take charge of their lives and their future. After training, the participants:-
- Will be equipped and enabled to start and manage a Digital Village
- Will be capable of preparing business plans and sourcing for funding

Waivers;
Latitude on the submission of applications without cover letters or CV’s shall be accepted if:
- Numerous applicants from that location have the same omission.
- Applicants from that location are marginally represented in the national selection process.
Criteria;
It is expected that all individuals who applied for the “Digital Village Entrepreneurs Training Programme” are Kenyan Citizens, eighteen (18) years of age, form four graduates and have basic computer studies/ skills. Applicants shall be divided into respective Districts and Locations. The ranking scale below (table 3) will then be used to rank applicants. The top ten (10) applicants will then be selected as potential Digital Village Entrepreneurs Trainees.
In cases of similar scores among applicants, the selection committee shall refer to cover letters (forwarding letters) and curriculum vitae’s (CV’s).
How the training will be conducted
The lead trainer will carry out a ‘Training of Trainers” program set to equip selected trainers to train entrepreneurs in each region.
Training will be done in regions- the country has been divided into 10 regions/ lots. The basis of the 10 lots is the Kenya Province administrative boundaries and for Rift Valley and Eastern Province, there are has been divided into 2 regions because of their vast geographical size.

IX.Central province
X.North Eastern
Training will be done in five centers in each of the ten (10) lots, thus the Board has identified 50 training sites.

- Training will be done in phases of 300 and will be equitably spread across the country. Each trainer will train in a lot , so training will be done simultaneously across the lot.
- Each training class will have a class of 30 trainees.
- The training course will be for a duration of three (3) weeks
- The countrywide training will then be carried out successively for a minimum of 3 years.
- The first group of 200 trainees will be trained by JKUAT directly in 2 phases. The pilot training will be done with Partnership with the Pasha Research centers
Course Content
The course content will include the following modules as a minimum:
- Introduction to the Pasha Project Concept
- Entrepreneurial and self employment
- Characteristics of successful ICT related entrepreneurs/ entrepreneurial business
- How to start and manage small businesses successfully: Business Plan concept
- Stages of business creation and why businesses fail
- Legal aspects of business creation
- Record Keeping in small business
- Sources of business finances and the Revolving fund
- Basic computer training for provision of ICT services in the Pasha centers
- Basic Pasha Services/ Bouquet of services
- Marketing and Communication strategy
- Quality control and Research
